2 Months short - Query.

Hi, My brother is 2 months short of completing his requirements for ILR under the long term residency of 10 years. Do you think is it sound advice to apply for a teir 1 short term visa. As during this process his time will be completed and he can then apply for his ILR. Or do you recommend another route.
This is a query for my littler brother as I already have my British Nationality which was granted through the 10 year route post ILR.
Any information will be highly appreciated.
