English Language requirements - NARIC Issue

English Language requirements - NARIC Issue

Hi,

We sent out my wife's certificate (Postgraduate Degree in Education qualification from a reputable University in Nigeria) to NARIC UK for the English Language Assessment service and they came back with this response:

In order for an overseas qualification to meet the UK NARIC English Language Assessment criteria, the comparable level of the qualification must be British Bachelor degree standard. The qualification that you have submitted is higher than this level. Unfortunately, your qualification does therefore not meet the criteria for this service.
If you require confirmation of the comparable level of your qualification, please refer to our website for details of how to apply for a statement of comparability.
If you have already submitted a payment for an English Language Assessment, this will be refunded to you. If you wish to transfer this payment towards a different UK NARIC service, please contact us by telephone (0871 330 7033) to discuss this further.

So my question is: If NARIC has deem it fit that the qualification is higher, Why can't they provide the ELA assessment to be at least equal to the English Language requirement by the Home Office. Please note that we've already obtained the Statement of Comparability for this particular qualification from the same UK NARIC.

Also, we went on the Point Based Calculator and the PBC was unable to automatically award 30/35points to the qualification despite the fact that we were able to look up the qualification on it; because it was neither a Bachelor or Master degree (but in between).

She wrote her life in the UK test around December 2012 prior to applying for the ILR in March 2013 and the exact wording of her LiUK certificate is as follows:
Following your test today in the knowledge of life in the United Kingdom this is to certify that you have reached the level required for the purposes of obtaining indefinite leave to remain under the immigration Rules or for naturalisation as a British citizen under section 6 of the British Nationality Act 1981. Your success at this test also demonstrates that your level of competence in English meets the required standard for naturalisation or indefinite leave to remain. No further proof of this is needed. We shall notify the Home Office of this result electronically but please also submit this letter to them with your application form and fee.

So why is the HO still requesting people to meet this awkwardly stated English requirements?

I will appreciate it if someone can advice me on the next course of action because my personal opinion is that: She does not need to write any English test/exam.

Anyway, submit your UK NARIC Statement of Comparability and Degrees taught or researched in English certificate (which is your from University).

"The Degrees taught or researched in English certificate (which is your from University)" : Learnt from reliable source that such certificate is not being issued by the University as they consider such request very absurd. Their point of argument is that the academic certificate and transcript of results were written in English and they should suffice enough for anyone that wish to know that the language of instruction was English.

Moreso, the University is not in session at the moment as a result of prolonged strike action(s). The truth of the matter is that Nigeria's Official language is English and there is no course (except for the languages) being taught in any of the higher institutions that is done in any other language than English.

NARIC letter of comparability and medium of instruction letter from university will suffice.
