T2 to ILR Council Tax query

Hello,

I am on Tier 2 (G) and have my ILR application coming up soon, While filling the form there is a question:

5.5 Are you receiving any public funds? Yes or No

I get single person discount on my council tax (25 %), I am not sure if thats referred to as public funds and falls under which option listed in the form?

During my T2 extension coupld of years back I had ticked No to that question as its mentioned in PBS forms too.
