Old Work Permit Holder wanting to come back

Dear all,
I need some advice regarding my situation:

I had a UK Multiple Entry Work Permit which expired in Aug 2013. (issued 2006,changed employer 2008 and extended to 2013)

I lost my job in 2009 when my company went bust after the 2008 downturn and I returned to Malaysia to work as I couldn't get other job fast enough back then as I was staying in a company housing (provided as benefit in kind).

I would like to return to the UK as my job is under shortage occupation.

My question is can I use my MEWP as a basis to apply for my Tier 2 visa?

I still keep all my bank accounts active and my pension scheme is still in the UK.

I also have a full UK driving license as well as NI number.

Or can I extend the visa to Tier 2 from outside the UK?

Can I use any of these input to get a waiver for the English test?

I have no problem to provide the cash requirement of GBP900 for 90 days in my UK bank account as I have always some money there for unforeseen circumstances.

Your wp and visa were probably cancelled in 2009 when your employer went bust.

To return to the UK to work you have to find a job first and have a Tier 2 (General) CoS from the prospective employer. If the job is a shortage occupation the min. skill level is NQF4 and you will need a min. salary corresponding to the job SOC code. For shortage occupations the sponsor wouldn't have to carry out a RLMT before assigning the CoS.

But these days it is hard to get a job from outside the UK. Can I apply from within the UK?

How will you get in the UK?
I hold Hong Kong passport. I can enter the UK visa free for 6 months I think without visa.
