Pakistani Blue Passport and UK General Visitor Visa

I wonder if anyone help me please. Currently I am on Tier1 General Visa status and would like to invite my mother in law and sister in law on baby birth, due in August 2014

My sister in law is working with Pakistani government organization and she holds blue passport.

My query is that, can she apply for visiting visa of UK (General Visitor Visa) with blue passport and travel to UK??

Any information/advice would be highly appreciated

Blue passport can/should only be used for official visits.
