I and my husband both have a uk based food manufacturing business and would like to employ my sister who is Russian national currently not in uk. Can anyone give advice if this is possible. Employment will be unskilled.

Basically the only ways to get her into UK are:

1. Marriage - bit drastic

2. Highly Skilled Migrant - doesn't fit the bill

3. Work Permit - again needs in-demand skills

4. Student - expensive.

Is ur husband British? Does he have an Irish passport? Cos if he can show he is exerising his treaty rights (search here for those terms) the could be a very slim chance of her getting in as an extended family member under EU rules but, as I said, very slim.......

What nationality are the both of you?
It would be almost impossible to hire her to work for you. The job is unskilled, so you can't request a work permit for her 'special' skills.

The EEA permit would be almost impossible to sponsor a sister, brother, etc. On the Europa website it states;

Other relatives (such as a brother, sister or cousin) do not have an automatic right to live in the UK with you. However, applications for the admission of such relatives will be sympathetically considered by the immigration authorities if you are working in the UK and:

they are dependent on you; or
they were living with you before you came to the UK.

And if you remit money to her on a regular basis, then they could argue that she could even have a better life in Russia (due to more financial stability) than you having to bring her over here. Even the UKvisas website write this statement.

If you do have a lot of cash, then sponsor her to study in the UK, she can learn English, or if she is already quite fluent, she can study for a degree. If she is studying for more than 6 months, the Home Office would probably give her the right to work - 20 hours per week. This is probably your best option.
