hello Sir/Madam
i come to uk in agust 2009.and i get married with europion girl. we have been married tree years and we have sone aswell .can i apply for british pass port on not yet. i never become overstay and i was working with pay slip. i was paying my tax.and i dont have any crimnal record.

No, you are not yet eligible for British citizenship.

You will be eligible to apply for PR when you have been living in the UK for 5 years as long as your EEA wife is exercising her treaty rights, i.e. working/self-employed/studying with medical insurance or self-sufficient with medical insurance. Otherwise, you will not be eligible. After holding PR for one year you, as the spouse of a non-British citizen, will be eligible to apply to naturalize as a British citizen.

What visa did you have when you arrived in 2009? Did you ever apply for an EEA2 residence card or ILR? More details would help people to advise you.

You will also need to pass the required English tests and knowledge of life in the UK tests before you can naturalise as a British citizen.

If you are applying as the spouse of an EEA citizen, it does not matter how much work you have been doing or how much tax you have paid. The only thing of interest to the UK government in that case is what your wife is doing. If she is not working/studying etc. you will not have any right to British citizenship. Of course, you may have another type of visa that you didn't mention in your post.

I recommend that you post this in the UK Section under EEA Route Applications (if it is EEA based) OR under British Citizenship if it is a general question about naturalizing as a British citizen in another way.
