Question on PR application for dependant(wife)

the rule book says

"They’ve been living in the UK with you for at least 2 years if they applied before 9 July 2012 or 5 years if they applied on or after 9 July 2012"

I don't understand what does "if they applied" mean. My wife applied for a dependant visa(Tier-1 dependant) in the UK around mar/apr 2011, and we applied for this together.

Is this what they are referring to ?
