ILR(M) Spouse application Documents

Please if someone can guide me on the documents needed to apply on FLR M form.
It says 4 joint address proofs and 2 individual adress proofs (Same Address)
Or 2 Joint Address Proofs and 6 Individual address proofs (Same address)
For last 2 years needed.
Can this adress proofs be as follws:
- Tenancy agreement
- Council tax documents
- Bank Statements
- Water Bill
- Electric bill
Can following be used as address proof:

- Electrol registeration letters
- GP surgery correspondence
- Mobile phone bills
- Credit cards bills
- any other correspondence letters.

also with regards to the English language testing, my wife has completed her Life in UK exams recently, she also has UK Naric certificate stating that her masters and bachelors degree studied in INdia is equivalent to degree taught in UK.
Does she still need to give the English B1 Exam.

Please assist.
