Engagement certificate ??

Hi can some one plz advise how to get engagement certificate ?
I have been advised I need one to obtain fiancée visa

You've been misinformed. There is no 'engagement certificate'.
(Casa, not CR001)

Receipt for engagement ring...evidence that you are making attempts to organise a wedding...proof of an existing relationship, photos together, emails etc.
Is your fiancee legally resident in Italy?
