I will be applying for Indefinite leave to remain via the long residence route in the UK very shortly. About 9 years ago when I had just been in the country for a few months I paid a fine (on the spot) for not being able to buy a ticket on the national rail. Does this count as a civil judgment or a civil penalty under the UK Immigration laws? If so, any ideas if that should affect my application. I haven't paid any fine /insolvencies etc since then nor have I had any court orders against me. Do in need to mention this on SET LR anyways- it did not show up on a recent credit check.

So, to clarify, is such a fine a civil penalty then?
Also, I have seen a variety of responses on the forum for traffic fines (say parking fines or driving in bus lane)- i believe if i get one in between now and when i apply , i should mention these on the application and should have paid for these without any civil judgement passed on to me from a court (unless it is a major mistake where it will go to the courts possibly). Please inform and advise because I have a new driving license and plan to start driving so just trying to be as cautious as possible.
