Green Card + EU spouse

If some is on Stamp 1 through green card for 2 years and then gets an EU spouse for 1 year , can he apply for citizenship then
as total 3 years residence and married to EU person

No. The 3 year rule only applies to spouses of an Irish citizen.

The spouse elf an EEA citizen (other than Irish) would need 5 years before they can naturalize. You need 5 years continuous residence in Ireland as spouse of an EEA citizen (or 3 years if spouse is Irish). You mention marriage for one year...that's definitely not enough.
