you will therefore be able to apply for settlement 28 days before this day in 2014 - i.e. the 30th June 2014.
Do these statements not contradict each other? if he/she can apply on the 30th June, shouldn't they also be able to get a PEO appointment that day, rather than the 1st?If planning to apply again at a PEO, you will need to ensure that your appointment is no earlier than 1st July 2014.

Please can you also answer the below query
• All my friends who went to Glasgow under Tier 1 General were never asked for absence letters. I was out of UK for 133days in total 5yrs; do you think I don’t need the absence letter as long as I detail the absences on the application form?
• Spouse came to UK in March 2011; she is definitely eligible for ILR and not FLR?
