How to approach local MP ?

I would like to know the procedures about approaching local for visa waiting. Is it just call in number or email or direct approach. Could any one help me please. It is 1 and half years now waiting for the visa My timeline given below

Applied - February 2013
Refuse - March 2013
Hearing - November 2013
Determination - December 2013
Fee refund - December 2013

Called HO twice, Send letter twice still no result from there :(

Yes, just give your MP office a ring or pop and see them at a surgery.
