Carer allowance and savings for spouse settlement visa

Hello,

I am applying for a settlement visa and my wife who is British has been a carer for her mother since the April 2014.
1-Can we apply with this for a settlement visa or does she need to be a carer for longer and if so for how long?
2-Also is she allowed in this case to apply for child tax credit as we have one child together (she already claims child benefit/20 pound a week)?
3-As our child is British and is not applying with me for the visa, do we need to add her in the forms that my wife is filling?
4-We also have a saving of 62000 pound in the bank for more than a year. Is this enough to apply for settlement visa even if we have a child that is british and living with my wife in Britain?
5-Finally, is it better to apply with the saving or with the carer?

No. I am applying from inside my country Morocco. I have already been granted two tourist visa in the past. One for six months and the other one for two years. I currently do not have a visa for UK.

I also have one other question and I hope that I an writing it in the correct place. My wife and daughter (both british citizens) and I will be living with her mother in council accommodation if the visa is granted. Her mother only receives disability allowance and is in receipt of no other benefits and therefore pays full rent and full council tax. The council estate manager came to inspect the house in November 2013, and sent an email stating that there is no objection for me to live there. My only concern is that this letter is from November 2013 (as we were due to apply for the visa at an earlier date and due to work commitments we had to postpone the application). Do you think this email would be enough evidence as a supporting document as it was dated 8 months ago?

Your application will be exempt from the Financial Requirement if the sponsor is receiving carer's allowance. The savings will suffice adequate maintenance. A1 English required. The letter from the council should be recent, perhaps ask them for the same letter with a recent date.
