The FAQs on the HSMP web site states that: "You may send in additional
documents provided they reach the HSMP team before a decision has been considered."

A.
When I send in my part-application in advance, can I request in the
cover letter that:

1. while the fee may be cleared at the bank and an HSMP number may be
alloted to me,

2. consideration of my case be inititated only after they receive my IELTS score?

In that way, I could ensure that a decision on my case may be made
only after they receive my remaining document.

Would the afore-mentioned request work?

I don't understand the following from the FAQs:

"Please send any clearly identifiable additional documents directly to
the HSMP Team in Sheffield.

By post:
HSMP Team
Home Office
PO Box 3468
Sheffield
S3 8WA

By courier:
WP (UK) HSMP Team
Home Office
Moorfoot
Sheffield
S1 4PQ"

What is the difference between courier and post? Aren't both the same
with the exception that courier is faster and track-able by the hour?

Why are you having an issue with the different addresses. If that is the way they organize themselves, then that is the way they organize themselves. As for you Ielts score, if you feel it necessary to submit your application before you receive the score, then simply state the Ielts score will be provided by this date. I think they would get the implication of such a statement. You really can't tell them to not begin accessing an application until a certain date or you shouldn't have submitted it.
