Can one apply for citizenship without having a PR card?

Hi guys,

I would like to know if one person that has lived and legally worked in UK for the past 7 years, can go ahead and just apply for UK citizenship, even though they do not have a PR card? Thank you and good luck to everyone.

If someone is a EEA national (your username indicates you could be Romanian) then - Yes.
