MN1 - Section 1(3) - Referee

Dear Members,

I understand this query is in FAQs but I still have a couple of doubts. I shall be grateful if someone can respond.

1- Section 5 Referees- GP refused to sign and there is no other person who dealt with my UK born child in professional capacity. Should I include a cover letter explaining the situation and get one of my colleagues to sign this?

2-Section 5 Referees. The top page of the form reads "....The referees should read page 25 of the
guide to confirm that they are eligible...".
However, when you go in the MN1 Guide page 25 is talking about good character. Clearly this is a typo or am I missing the trick here?
