Graduates from Top 50 Business schools?

I read an article earlier this year that Tony Blair was planning on including in the 2004 budget a category whereby MBA graduates from the FT's Top 50 International Business schools would be allowed to come and work in the UK for 12 months. Has anyone heard anything further about this plan?

Also, any recent news on the Medium Skilled Migrant Plan?
