Loft Insulation by Power Company

Hello, For my flat, Energy company has offered a free loft insulation, They said they are offering it as a part of green initiative and they are offering it to the property and not to the person.

Can I check will it will be counted as public fund?

It is not public funds. The energy companies are not owned by the government.
