Is premium service valid if your partner is from EEA?

Hi,

my partner is form EEA and I would like to apply to remain in the UK with family (with my EEA partner).

I came across a premium service (as you can see in the home office website) and it takes just 1 day for home office to take a decision.

Is this service only for British citizen or for EEA as well?

True, my bad choice of nomenclature, should have said UK Immigration route only or perhaps just said nowt!
