British Citizenship by descent

Hi everybody, thank you for your attention.

I was born in Italy in 1984, my mother was born in Belfast in 1955 from a father born in Glasgow son of an italian couple moved to Scotland at the beginning of the last century.

First question is: am I a British citizen by descent?
Question two: if yes, how can I apply for a British passport? Which are the steps to take and the documents to provide?
Question three: could you please give me an idea of how much will be the fees and costs for this application?
