Visa rejected 2nd time for 2 years

I got my first family visit visa in Oct, 2013. I visited UK in January 2014 and return with in 1 week. My visa expired in 4 march 2014. Then I apply again at 28th October, for 2 years But I refused this time.

It is mentioned on refusal letter 84(1) , 41 (vii). limited right of appeal ?

I got my big mistake is that I mentioned about my mother and attached the medical letter she is weak and so ill that she can't travel alone(as her visa is expired on may 2015), But approximately one month before, she travelled with my brother which 's visa expired on 24 December.

Now ECO mentioned on refusal letter that it is doubt full the you and your family (brother and mother) will be travelled to uk. and the sponsor which is common for both application me and my mother , brother, can't accommodate the 4 family members. Even I am married person. how point of family is come ?

As appeal has ended, Now I apply for judicial review (PAP) through my lawyer? Is there any chances to Get the visa ? As 16 days has been passed still no response come.

What should I do now ?
