REFERRED TO ANOTHER AUTHORITY FOR FINAL DECISION?

Hi Everyone. After three months of waiting I have received the following response from UKVI after enquiring about my wife's settlement visa application:

"We understand that you would like to know about the current status of your visa application. I have tracked the status (GWF***********) and date of birth 20/02/19**) and found that the application has been referred to another authority for enquiries or a final decision."

I have not seen anyone receive this reply before. Has anyone received a similar response like this and if yes then how long did it take to process after this message?
