Hi,
EEA resident in UK since 98.
First application in 2012 was rejected due to a speeding fine from 2009 (Which was dealt by court where i send a letter accepting responsobility and paid the fine).
Was informed that I can re-apply in 2014 (5 yrs after the above).

Now considering re-applying.

Will they consider me now as good character since:
-Since the above was the only issue in 17 years?
-My partner/kids are british
-Always have been in full employment

Also
-Do i need to resit for the 'life in UK' test?
-Do I need to resubmit the full form? (suspect yes)

You can apply now and declare the conviction and you should be fine.
No LIUK doesn't expire but you need to meet english requirement I believe.

Does the NCS service provide any other input to the UKBA besides the form?

Staff at NCS is trained to check and validate documents and accept or not applications that they do not seem fit so in that respect they serve as a kind of filter.
I am sometimes wrong.
