how long it will to get decision for paper appeal?

how long it will to get decision for paper appeal?

I have applied on Aug 2014, got refusal on Nov 2014, applied for paper appeal on end of Dec 2014 and still waiting for decision????????
I got rejection with silly points which are really painful/ it seems that HO giving rejection without proper reviewing application.
Anyone tell me that when ll i get decision and ll it come positive???????????????????//
