We applied for first extension in 2009 but it was refused. We appealed, appeal was refused, we wrote a letter for judicial review and that was also refused. We did not know that appeal rights had been exhausted by then.
What was the missing document, and why didn't you supply it with the original application or in one of the subsequent appeals? It really depends on the dates. I'd think you very possibly could apply gathering what I can from the information you've provided.
