JR timing

hi

please any one suggest JR response timing by court.

HO reply their response in time limit but JR Penal still not reply since 2 month.

JR lodge on 5th november 2014 and HO response on 18 dec 2015 but still JR has not answer on application.

pls any one suggest time for it.
