mym, I do not think that it is due to any domestic regulations. But I think there is an International passport Act or something like that that doesn't allow it as I cannot retrace where I had read it earlier. A look at the British passport doesn't show it, but can be seen in other passports like the Indian ones that clearly states that it cannot be send by post out of any country.Really? What regulation applies there? I was intending sending my passport to Moscow next week for my partner to make an application there

Yes, I have direct experience, anything of any value disappears! DVD's, book no problem, try and slip a few dollars in a book and it's gone! I sent a valueless silver ring and that went.
Even DHL is not to be trusted, since DHL 'hand over' to the local russian operative in Russia and ur in the same boat.
Don't get me wrong, I love Russia and Russian's - I live with one, but they do have this 'petty theft is ok' mentality especially if it's a perk of the job!
