English Language Requirements - Certificate from college

Friends,

Can I attach language requirement certificate provided by my college rather than getting it from University for HSMP?

I'm currently in UK and getting it from Pune university will be hell of a task (you all would probably know how our Indian universities work).

Is it a mandatory requirement that I need to get it from University and certificate issued by college isn't good?

I also had this query and someone told me that we need to provide University letter only. College letter is a definite risk.
I got my approval based on university letter so definitely it works..
