Can I come to UK if I have EEA spouse visa from EU

Can I come to UK if I have EEA spouse visa from EU

A friend of mine is married to an EU lady and wants to know if he can come and live in the UK on EU spouse visa?
He wants to come alone ideally at this moment and his wife maybe joining him later on.

He can but only if he accompanies the qualified person (his wife) or follows her.

Needs to apply for EEA Family Permit.
