The exchange rate you should use should be the date of your last pay slip. This is mentioned in the guidelines.

The pound has appreciated against most currencies; so unless your country had actually had a currency crisis (which it hasn't had) then there would be no grounds for the caseworker to use another exchange rate. You will simply have to apply with points from the lower earnings band; bad luck and all that, but it can't be helped.

there is clause in caseworker docs that says the a date from past can be considered due to economic problems of county. In my country pound is raising by leaps and bounds...

can you please give me some link for that form from CBR web site. I'm going to submit IT-2 "RETURN OF TOTAL INCOME/STATEMENT OF FINAL TAXATION" which my employer used to submit tax return. that is not stamped.

goto http://www.cbr.gov.pk/ Income tax forms fro 2007 right bottom corner.
