date for the certification and referees signature

Dear all,
Would it be ok if date for the certification of the copy of the passport and referees signature on the naturalisation form, is earlier than the date one is eligible to apply for naturalisation please? I am aware that the Statutory declaration should be signed and dated only after one is eligible for naturalisation.

I think that if people are unable to answer it's because we mostly sign everything after being eligible.

But somehow I'd like to think that the certification is just to prove that your documents are legal and authentic.

It's shouldn't be a problem hopefully.
