she would become eligible in 2017, see:

Thanks a lot for the quick reply, that was my assumption too. But someone suggested old rules apply to her maybe they were wrong?

So you should apply first, once all the formalities are done, then your wife can apply and will only need 3 years residence as spouse of BC. She does not have to wait 5 years.
