Advice PLZ WP to HSMP

Hello People,

One of My Friend has been to uk on Work Permit a week ago and would like to apply for HSMP. With the Income back home in India he qualifies for HSMP. But, we are not clear whether his income will be considered against UK country code or India Country Code. I have been going thru the Guidence Notes and got lot of confusion on page 29 between points 41 to 43....Can any body advice
