Query of Settled Worker - person on ILR is settled worker?

Query of Settled Worker - person on ILR is settled worker?

Hi,
I have a query, if employing someone on ILR will be counted towards creating jobs or not for Tier 1 - Ent Visa

Below is one of the condition from the Guidance Document;
What is a settled worker?
A29. Only jobs that are given to people with settled status in the UK will qualify for the award
of points. Paragraph 6 of the Immigration Rules defines what we mean by “settled in the United
Kingdom” This can be viewed on: http://www.gov.uk/government/collection ... tion-rules.
For the purposes of these guidance notes a ‘settled worker’ is a person who is:
 Settled in the UK within the meaning of the Immigration Act 1971, as amended by the Immigration and Asylum Act 1999, and the Nationality, Immigration and Asylum Act 2002.
The last line is referring to settled in the UK with the bla bla act. Do you know ILR is under which act?
I will be highly obliged, if some one can share the link as well.

However, I have one stupid question. Where in the link it has been referred that person on ILR is settled worker?

Indefinite Leave to Remain (ILR) holders are considered as settled.

how abt EU ctizens studying in UK ? are they counted as settled ?

Thanks, I want to hire someone on PR and dont have British Passport.
So apparently, I can claim points for hiring some one on PR.

So in my case this is applied (if i have read the document correctly)

5 A current Biometric Immigration Document (Biometric
Residence Permit) issued by the Home Office to the holder
indicating that the person named is allowed to stay indefinitely
in the UK, or has no time limit on their stay in the UK.
You must not accept an expired Biometric Residence Permit as
evidence of right to work. These documents have a maximum
validity of 10 years for over 16 year olds, and 5 years for under 16’s.

stamps and endorsements.’
