No, it is a passport application for someone who appears to be British by Descent. It is the naturlisation applications which the tests are for.Also, don't you have to take a British citizenship test and stuff

Not needed, he is not applying for a visa! He only needs to submit what the application asks for. ROA is more expensive than a passport.is evidence of finances good to send,

And yeah I read that page but all it says is that he needs to apply online if he's outside the UK, doesn't say where to send his documents? Or did I misread it
Edit: how much does a passport cost compared to the RoA?
