Applying for Naturalisation - KOLL requirement

Hello everyone,

I'm a newbie so i'd like to apologise in advance if this question has been asked before and I'm asking again... though I did try to search for the aforementioned topic I couldn't find an answer to my question.

I'm married to a BC, I arrived in the UK in 2007 - spouse visa, then applied for an ILR (at that time I took the Life in the UK Test and passed it). I've had the ILR for over 4yrs now and I would like to apply for british citizenship. I understand there is a new requirement for KOLL. Is this a test every applicant should take if they cannot produce a diploma/certificate or they did not come from english speaking countries? Let's just say my uni can no longer reissue my certificate (i graduated in 1990) and even a letter of confirmation will take at least 6mos for them to send. What other options do i have to prove i have knowledge of the english language without taking the KOLL test (this i believe costs £150).

The only other exceptions include those due to age &/or mental impairment.

I believe the OP is aware of exemption on those baseis.

I'm originally from the Philippines and moved to the US in the early 90s. Have been a permanent resident/greencard holder since then until I moved here in 2007. Having said that, can my residency in the US exempt me from taking the KOLL?
