Won appeal travel document issue!!!!

Hi We won appeal under human rights,but I worry that if it doesn't come until December this year,my passport will be invalid as our country where we come from issue new biometric passports.Embassy refuse to help and they say we have to fly back to change it.My question are can We apply for travel card within UK as I don't even need to go back to the country where we don't have a house and relatives.Also if we travel different country's our passport will be invalid even if we have uk visa.Advice needed pls.
