UK visa application has been overturned in Bangladesh

31/08/15 they rang me from BHC Dhaka but i did't understand them what they want bcoz phone connection was soo bad i could't hear anything can anyone help me plz..

I made an spouse visa application on 14/06/15 I have send them an email they send me this..plz

what dose [overturned] mean.
