SPOUSE VISA ! PLEASE HELP

My sister lives in Pakistan. She has applied for spouse visa. Her husband lives in Ireland and is currently a manager at a restaurant with a stamp 4 visa. My sister applied for the visa in August 2014. There has been no result of her visa in inis.
The question I want to ask is that is it possible for her to apply for a study visa ?
Will her previous application for spouse visa be affected?

Yes it may effect her spouse visa, wondering why don't you write them a letter regarding her application still being processed and taking too long?
