Apply from ireland with temp stamp 4 for UK Spouse visa

I work in northern ireland and live in rep of ireland with my wife who has Pakistani passport. If she gets a temporary stamp 4 can she apply for UK spouse visa from Dublin? I have earned 30000 pounds in 5 months contracting/locum work as a Doctor. My wife came recently to ireland under spouse of eu citizen and we applied for Eu1 as self sufficient but it seems easier that once she gets a 6 months temp stamp to apply from irelland rather than go back to Pakistan. Can she do that
