Can two British national act as referee

Hi all,
As two referees are needed for naturalization application one British national and other of any nationality doing professional job. So in this sense if one referee is British national & over 25 but is that mandatory that other referee shouldn't be British doing professional job or British national doing professional job will be fine too?????
