Visa Fee for dependent family member of EU National to Irela

can any body advise if my brother and his family ie wife and kids have to pay visa fee if they apply for C short stay visa as dependent family member of EU National from Pakistan. I am British national and plan to excersize my EU treaty rights.

Qualifying member exempt from visa fee but I am wondering how can your brother's wife become dependant on you? :o you have proofs?

I was trying to clarify your question! I meant if they are qualifying family member and you have proof then they are exempt from the visa fee.... :D If not then you have to pay
