BRP card not delivred

Hi Guys,
I had applied and received my UK visa (Spouse Visa)while i was in India. They gave me a months Visa on my passport and ask me to collect BRP card from post office near my husbands residence.
They had not sent my visa to the post office. When i emailed the BRP collection team they said that there was a technical issue. It has been one month now and no body has got in touch with me.
Is there any one out there who has faced similar issue?
I am but worried now as i cant leave the country or do any job ?
Does any one know what or whom i can contact?
