Naturalisation Approved but Ceremony booked by council

Hi All,

We got our Naturalisation approval on 2nd October 2015 (letter issue date 22nd September 2015) asking us to call the council in 21 days to book ceremony, tried ringing the council few times all they said is to wait for the invitation from them as we cannot book anything over the phone.

After some days got an invitation to attend the ceremony on 3rd of November 2015 which is more than 21 days I remember reading somewhere in the forum that ceremony must be done in 90 days but did not find this anywhere in the approval letter except that 21 days thing.

If councils arrange the ceremony themselves then why home office ask us to ring them to put the onus on us when council says something else, this is really confusing for applicants.

do anybody has the credible link to the 90 day rule?
