The minimum income level is £18,600, not £18,000. Why was his visa refused?
Are you prepared to move 'the centre of your life to Ireland' and remain there for at least several months, showing that you (as the sponsor) are employed and have integrated into the local life?

No but shifting your centre of life to Ireland, job, property lease, relocation expenses etc, might cost almost as much and bear in mind jobs are not easy to come by in The Emerald Isle.

in addition UKVI is looking to slam this door shut since it is an obvious way to circumvent the UK immigration rules and they're on to this one, so it's a toughie.

Expect it to be not easy....

Was your husband's visa refused due to not meeting the £18,600 income level? Does your husband currently have any category of visa? You need to give more information in order for anyone to help you.
