Family members of a British citizen can not use the EEA Route within the UK.
An EEA citizen has to be exercising treaty rights in a country of which he is not a citizen for him to be able to bring his family into the EEA.
Secondly, family members is quite strictly defined in the EEA Regulations. They are spouse, children and dependent parents only. All other family members (such as siblings) are Extended Family Members and do not have any automatic right to join their EEA citizen family member in the EEA.
So, to get your sister, research on another EEA country that would allow your sister to join you there, while you exercise treaty rights in that country and then after proving that the "center of your life" has moved to that EEA country, you will be able to bring her into the UK.
