ss route eea2 application

hi there,
we arrived in ireland on 27th june and applied for eu1 on 24th sept.
we haven't heard back from ireland embassy but have had the documents returned. can we apply for eea2 in uk without the 6 month eu4 stamp in passport or do we have to wait further.
total time spent in ireland is 4.5 months.

if you have exercised treaty rights in other state as British and you have enough evidence to prove that you can apply for RC in uk.
