Reg: Medium of Instruction certificate from University

I am planning to apply HSMP, I have done Bcom, and CA but I have completed my Bcom from Bangalore University in the Year Oct 1987 and CA in the Year May 1993.

For CA I am getting evaluated from NARIC but for Bcom, if I get from University Meidum of Instruction certificate now that is enough?
or
Any time limit that I have completed the degree within 2 years then only use this certificate
or
Go through ILTES exams for English evalution is better for getting approval for my HSMP

as far as i knw thr is no time limit for this, u can get certificate from the college or better take up ILTES exams, its very easy.
